Procurement Specialist (M/F) - United Arab Emirates

Key responsibilities:
• To provide a key service to all end users (Business Units) related to contracts/purchasing in accordance to company's procurement strategy, plan, policies and procedures.
• Ensure end users satisfaction with related to project and implementation contractual execution in high level of efficiency, quality and financial targets.
• Responsible for organizing and managing purchasing & contracts.
• Autonomous (independently) manage the complete purchasing & contract from inception to completion of project.
• Responsible from order receipt to completion.
• Provide input in the development of supply chain, IT, Admin, Business Unit & end users pre-qualification criteria.
• Carry out the pre-qualification process ensuring that qualified, highly respected, sound reputed, financially solid and proved performance vendors are identified and the Commercial Register is maintained.
• Review internal requisitions or purchase order for procurement, consolidate requisitions if necessary, and maintain necessary controls to insure that the requisition is within budgetary limits and appropriate approvals have been obtained.
• Provide input in the preparation of scope of work, specifications and requirements, prepare Request for Proposal or Request for Quotations, forward solicitation package to prospective bidders, and issue amendments to bid solicitation after obtaining appropriate approval.
• Carry out the tendering process and ensure compliance with Borouge Pte. policies and procedures.
• Assist in the preparation of specific evaluation and selection criteria for Borouge tendering process.
• Review and interpret in coordination with Legal Advisor, contract provisions to achieve cost efficiencies and reductions where feasible.
• Perform commercial evaluation of bids and assist in technical evaluation of bids.
• Prepare letters of intent and award contracts in coordination with the Legal Advisor.
• Develop and continuously review terms and conditions of contracts in coordination with the Legal Advisor.
• Ensure that opportunities are identified for the strategic development of the contracts in order to deliver increased turnover and profitability, add additional services and project and ensure that contracts are re-won and re-tender
• Ensure all Contracts entered into are subject to acceptable conditions, review, re-draft and negotiate proposed contractual conditions with all customers and partners
• Ensure a good relationship with the vendors and keep vendor specific historical data concerning contracts and performance (KPI).
• Independent and able to work with minimum supervision
• Act as a cross-functional team leader to ensure internal and external customers' needs are identified and met.
• Communicate effectively with relevant departments to ensure strategies, controls and procedures are clearly understood
• Develop and maintain effective communication with extensive international internal and external contacts
• Participate as a proactive member of functional network(s)
• Positive liaison with relevant external and internal contacts

Requirements:
• Minimum Diploma/Bachelor degree in Business Administration or engineering
• Minimum 5 years of relevant work experience.
• Excellent MS office and SAP knowledge
• Good knowledge of procurement processes, standards, and procedures in the region
• Good planning and schedule skills
• Competence in relevant systems and tools
• Excellent communication and interpersonal skills
• Good analytical and problem solving skills
• Excellent Project Management and negotiation skills
• Independent and is a good team player
